Abstract:
The Resilience Index is a composite measure of the ability to absorb, respond to, and recover from disruptions to normal function. The Resilience Index is hazard-independent, combining the Vulnerability Index and Coping Capacity Index. Resilience is calculated as the average of (1-Vulnerability) and Coping Capacity. Values range from 0 to 1, with 1 indicating the combination of low susceptibility to negative disaster impacts and high capacity to prepare for, respond to, and recover from disasters. Resilience Indices are also included in 5-year increments for years 2000 to 2010.

Lineage:
Indices were created by averaging a varying number of scaled indicators. In some cases, raw data was transformed prior to scaling from 0 to 1. Resilience is calculated as the average of (1-Vulnerability) and Coping Capacity. Values range from 0 to 1, with 1 indicating the combination of low susceptibility to negative disaster impacts and high capacity to prepare for, respond to, and recover from disasters. Calculations and analyses were performed using SPSS and Excel. Resilience Index values are also included in 5-year increments for years 2000 to 2010. Tabular data were joined to the 2010 World Administrative Units from ESRI using the Country Name and 3-Digit ISO Code. The resulting GIS dataset was re-projected to Web Mercator. Much of the raw data used to build the indices can be viewed by the disaster management community through https://disasteraware.pdc.org.
